Rutgers isn't getting any respect with this betting line. They were a 20-point dog at Michigan and lost 20-13. The Rutgers defense is fourth nationally on third down (28.8 percent) and has allowed just 10 points in the fourth quarter all season. The special teams are also strong, No. 1 in the nation in punting (45.7 yards per punt). Rutgers has won six of its last nine road contests, on a 9-1 spread run on the road, 25-12 ATS away from home after having won two out of three. They come off a 38-3 win at Indiana as an underdog. Penn State is off an emotional game, losing 21-17 on a late TD in a showdown with Michigan. It was their fourth loss in five games, including a 20-18 defeat to Illinois as a 24-point favorite.
